Vehicle legislation is parked for now

Twinsburg Township -- After hearing concerns from residents about a proposal to ban the parking of commercial RVs and trailers outside their homes, Trustees have agreed to revisit the legislation.

Township manager Rob Kagler said June 30 that Trustees were scheduled to discuss the matter at their July 1 meeting.

"The legislation will probably undergo some changes," said Kagler.

Township Trustee Chair Jim Balogh said that after hearing residents' comments at the June 17 Trustees meeting, he also would like to discuss making some changes with the other Trustees.

"I think there is some room for modifications and compromise," Balogh said.

At issue is a resolution presented by the zoning commission that would allow commercial vehicles to be stored outside in commercial and industrial districts, and trailers to be stored outside in industrial districts.

Kagler said a current draft of the legislation prohibits the storage of such vehicles outside and unscreened in residential areas for a period longer than 48 hours.

He said the commission proposed the change after receiving complaints over the years from residents who did not like neighbors parking such vehicles and trailers outside of their homes.

But Marwell Boulevard resident Steve Jones said at the June 17 meeting that he owns recreational and commercial vehicles, has the property to support them and can't afford to park the vehicles anywhere else.

Jones' next-door neighbor, Larry Bemer, said at the meeting that Jones' vehicles do not bother him and that he does not think there is a problem.

Marwell Boulevard resident Steve Koontz said June 30 that part of the reason he moved to the more rural Twinsburg Township was to have property open enough to store vehicles for his private masonry business. If the proposed legislation is approved, he is concerned it could have a negative effect on his livelihood.

"I do have a truck in the driveway right now, but I plan to store it in the back," he said, adding he has received no complaints from neighbors about the vehicle.

"The house we bought was a foreclosure and was overgrown. We have cleaned that up and have received compliments from neighbors. I think that was much more of a problem than vehicles."

Trustee Tom Schmidt said June 17 that the legislation is "a difficult resolution."

"It is tough to find legislation that is 'one size fits all,'" Schmidt said. "It will be challenging to find language to accomplish what we want and preserve the right of what people want to do."
